In 1940, Louis “Louie” and Muggs Eastman bought the Windmill, turning it from a dance club into a beloved supper spot. By 1947, it was serving its famous prawns and ribs to 65 guests under cozy red-and-white tablecloths—and its infamous ladies’ room. For over 40 years, the Eastmans made it a Billings landmark before passing it to John & Scottie Novasio, who kept the charm alive.
